Biography

Born on August 25, 1953 in Moscow. In 1975, he graduated from the Moscow Financial Institute with a degree in International Economic Relations.

From 1975 to 1979, he worked as an engineer at the State Committee for Foreign Economic Relations.

From 1979 to 1993 he worked at the Ministry of Foreign Affairs of the USSR, then at the Ministry of Foreign Affairs of Russia. He was the third, then the second and first secretary of the USSR Embassy, later of the Russian Federation in Sweden.

Since 1993, he has worked at the Ministry of Finance of Russia. In 1995-1997, he was Deputy Head of the Department of Foreign Loans and External Debt.

In 1997-2002, he was the First Deputy Chairman of Vnesheconombank and a member of the Board of Directors.

In 2002-2004, he served as Deputy President and Chairman of the Board of Vneshtorgbank.

In 2004-2016, he was Chairman of Vnesheconombank.
